Iowa has transformed its tax system in just a few years. A 2022 reform replaced a top personal rate of 8.53% with a flat 3.8% from 2025, exempted retirement income and began phasing down a corporate rate that was once 9.8%. For 2026, Iowa taxes the first $100,000 of corporate income at 5.5% with a higher rate above that, and the top rate keeps falling whenever revenue triggers are met.
This guide covers Iowa's business taxes for 2026, from corporate and personal income tax to sales, property and payroll, plus a comparison with its six neighbors.
Iowa business taxes at a glance
For a typical small business owner in Iowa, the state tax picture in 2026 looks like this. If you run an LLC, partnership, S corporation or sole proprietorship, you pay the flat 3.8% personal rate on your share of profit, and the business itself pays no entity-level income tax. If you run a C corporation, the company pays 5.5% on its first $100,000 of profit and the top rate on the rest. Your customers pay 6% state sales tax plus, in most places, a 1% local option tax. Your equipment is generally exempt from property tax, but your building is not. You pay $50 to form an entity and $30 every two years to keep it active. Compared with ten years ago, almost every one of those numbers is lower.
Corporate income tax
| Taxable income | Rate |
|---|---|
| $0 to $100,000 | 5.5% |
| Over $100,000 | 7.1% (falling as triggers are met) |
The 2022 reform sets out a path to a single 5.5% corporate rate. Each year, if net corporate income tax receipts exceed $700 million, the Department of Revenue lowers the top rate for the following year. Because the trigger depends on revenue, check the Department's annual announcement for your tax year.
- Apportionment: Single sales factor.
- Federal deductibility: Iowa used to allow a deduction for 50% of federal income tax paid. That deduction was repealed as part of the rate cuts.
- Credits: Research activities credit, High Quality Jobs program credits and renewable energy credits.
- Returns: Form IA 1120 is due on the last day of the fourth month after year-end.
Personal income tax and pass-through owners
Iowa's flat 3.8% rate applies to all taxable income from 2025. That's one of the lowest rates in the Midwest and well below its neighbors Minnesota and Wisconsin.
- LLC owners, partners and sole proprietors pay 3.8% on business profit.
- S corporation shareholders pay 3.8% on their pro rata share.
- Retirement income is fully exempt for those aged 55 or older, which helps retiring owners.
- Capital gains: Iowa allows an exclusion for certain capital gains from the sale of businesses, real property and timber held long term, subject to material participation tests. It can make a business sale much cheaper.
- PTE election: Available to partnerships and S corporations.
Sales and use tax
The state sales tax rate is 6%. Most counties and cities add a 1% local option sales tax, so the average combined rate is about 6.94%.
- Groceries are exempt.
- Services: Iowa taxes a broader range of services than many states, including many repair, cleaning, landscaping and personal services, though recent laws exempted many business-to-business services.
- Remote sellers with more than $100,000 of Iowa sales must collect.
- Manufacturing exemptions cover machinery, equipment and energy used in production.
Payroll and property taxes
- Unemployment insurance: New employers generally start at 1%, and Iowa's taxable wage base is indexed and relatively high. Rates are among the lowest in the region for employers with few claims.
- Withholding: Employers withhold Iowa income tax at the flat rate.
- Property tax: Commercial and industrial property are taxed on a share of value, with rollbacks and a lower assessment percentage for the first slice of value. Business personal property, such as machinery and equipment, is generally exempt from property tax in Iowa.
Forming a business in Iowa: fees and ongoing costs
| Item | LLC | Corporation |
|---|---|---|
| Formation filing fee | $50 | $50 |
| Biennial report | $30 online ($45 on paper) | $30 online ($45 on paper) |
| Franchise tax | None | Only for financial institutions |
| Registered agent | Required | Required |
Worked example: $500,000 of profit
| Step | Amount |
|---|---|
| Taxable income | $500,000 |
| Iowa corporate tax (5.5% on $100,000, 7.1% on $400,000) | $33,900 |
| Federal tax at 21% on $466,100 | $97,881 |
| Total income tax | $131,781 (26.4%) |
If the top rate falls further, the Iowa figure will drop. For a single LLC owner with $150,000 of Iowa taxable income, state tax is about $5,700. At $75,000 it is about $2,850.
How Iowa compares with its neighbors
For pass-through owners, Iowa's 3.8% beats every neighbor except South Dakota. For corporations, Iowa's top rate still exceeds Missouri's and Nebraska's, though the gap is closing.
Choosing an entity in Iowa
- LLC or partnership: Owners pay 3.8%, far below the corporate top rate.
- S corporation: Same 3.8% for owners, plus potential federal payroll savings.
- C corporation: Pays up to 7.1% at the state level, so profitable businesses that don't need a C corporation usually choose pass-through treatment.
Tax planning tips for Iowa businesses
Plan a business sale around the capital gain exclusion. Iowa lets owners who materially participated in a business for at least ten years, and held it for ten years, exclude capital gains from the sale of substantially all of the business. Retiring owners can also make a once-in-a-lifetime election to exclude gains from the sale of employer stock. Meeting the requirements can save tens of thousands of dollars.
Check sales tax on services. Iowa recently exempted many business-to-business services, but it still taxes services like lawn care, carpet cleaning, many repairs and some software services. Service businesses should confirm their status.
Use the High Quality Jobs program. Expanding companies that create well-paid jobs can receive tax credits and sales tax refunds. Approval must come before the project starts.
